PDF has random line breaks

Hello,

I have a document in PDF form. It's pretty much just all text, so it should be easy to convert, right?

It does work ok, except that it inserts blank lines where there shouldn't be any. I don't know how to fix it-- does anyone have a suggestion?

In Calibre I am converting to MOBI, and I tried it with heuristics on and off.
